Action Plan

WHAT?
Develop simultaneous plan and organization leading to the building and maintenance of a Public Safety and Recreational Campus for the citizens of Ferndale. Utilize the Monolithic design method to consist of a multi-purpose community center and aquatic center.

HOW?
1. Secure Location by the acquisition of the Simplot Property, adjacent to Ferndale High School, by condemnation procedure of the City Council.

2. Continue public meetings, communication and recruitment of local supporters and interested parties.

3. Draft By-laws and ballot statement.

4. File non-profit status papers.

5. Hold official first meeting of community board.

6. Open Bank Account. Form Board of Trustees.

7. Create one year budget and action plan.

8. Coordinate efforts with compatible Ferndale vision projects..

9. Maintenance of existing wed site www.ferndaledoubledome.com

10. Secure 1 million dollars of volunteer hours from local tradesmen and skilled professionals.

WHO?

This effort will be led by the Chairman and Board of Directors, core support group.

WHEN?

1. Non profit status secured by September 30, 2006

2. Prepare for general election on November 7, 2006

3. Construction to begin January 1, 2007

4. Completion date of July 7, 2007

HOW WILL WE PAY FOR IT?

1. City wide revenue bond requiring 60% voter approval.

2. Collect 1 million in labor donations

3. Excise tax on land sales

4. Impact fees on land development

5. Tax on beer and carbonated beverages

6. Garbage tipping fee

7. Establish endowment fund

8. Apply for grants – state, federal and private

9. Tournaments, rentals and admissions

10. Seek matching corporate donations


HOW WILL WE MEASURE OUR SUCCESS?

1. A non-profit 501C-3 corporation is formed

2. Board of Directors established

3. A plan and budget will be created

4. 500,000 dollars will be pledged by July 7, 2006

5. We will qualify as a federal disaster shelter

6. 4 square feet of indoor space will be created for every citizen of Ferndale

7. Facility will be completed by July 7, 2007 as a centennial project.

8. It will exceed and set new standards for green building and energy conservation

9. Create 25 student employment opportunities
